MP Ljatifa Shikovska submitted to the President of the Commission on the political system and relations between communities Mrs. Sonja Mirakovska on the need to hold a supervisory hearing, on the application of the legal provisions of the Law on unregistered persons, the special birth register
It says: "According to Article 21 paragraph 1 of the Law on the Assembly of the Republic of Macedonia, I am submitting an initiative to hold a Supervisory hearing, for the application of the legal provisions of the Law on unregistered persons, the special register of births." Taking into account the statistical data on unregistered persons, which amounts to about 700 unregistered persons from this category, and especially from the Roma community. On June 30, 2021, the Assembly of the Republic of North Macedonia adopted the Law on Amendments and Supplements to the Law on Unregistered Persons in the Birth Register, which extended the deadline for registering this category of persons, but it was still not enough to achieve the goal of the adoption of the amendments to the law and their practical application. I doubt the correct application and implementation of the provisions of Article 4 of the Law on unregistered persons from the registry. With the supervisory hearing, I want to locate the omissions from the non-implementation of the provisions of the Law on unregistered persons and why the persons for whom the procedure for additional registration in the register of births is in progress started before the publication of the public call and of the children who were born after the end of the public call, and do not meet the conditions for registration in the birth register in accordance with the law, it is still not effectively implemented, nor are the persons registered in accordance with the law. With the supervisory hearing, to determine whether a field inspection is carried out after a previously conducted direct visit to the persons in the place of their stay/residence, due to easier and faster recording in the registry books. In accordance with your competences as the president of the Commission on Political System and Inter-Community Resolutions, I suggest that you make a decision to hold a supervisory hearing, at the next session of the competent Commission.
