As we promised, Roma Times publishes the "modest" reports of a part of some ministries that should be implemented in the implementation part of the Roma Strategy 2020-2023. The Network for systemic and permanent solutions for the Roma community in RSM also responds to these reports. The network directs its reactions to the creation of the Budgets and the "modest" planned and allocated funds for the implementation of part of the Roma Strategy.
In the previous text in Roma Times, the Budgets of the Ministry of Transport and Communications were published. In that context, it continues. Your report from Min. For labor and social policy, in relation to the Budget and the implemented activities, the conclusion is that they are even more "modest".
The report states that 10.9 million denars were planned for 2020, but with the rebalancing that amount "melted" to only 7.2 million. denars. In 2021, 11.1 million were planned, but with rebalancing, that budget was reduced to 9.2 million, and in 2022, about 9.3 million denars were planned and allocated.
But the pain is that with the budgets allocated in 2020 and 2021, the final account was not at a high level. Of the planned funds for 2020, only 45.1% of those funds were realized, and in 2021, 63.7% of the total planned funds were realized. The System Solutions Network asks the question. What were those funds used for, and at the same time where were the rest of those funds repurposed? Is it in the interest of the Roma community or somewhere in the "third place"?
To make it even worse for 2023, the record smallest Budget for the implementation of part of the Strategy for the Roma in the field of labor and social policy is planned so far. It amounts to barely 5.9 million denars or less than 100,000 euros. As stated by MTSP, those funds will mostly be realized and used for temporary employment and contracts.
In its reaction, the network states that "Roma in this year 2023 should expect, with these 100,000 euros, an invasion of employment of the Roma community in RSM"
The analysis will continue in the coming days.
